The Welfare State and West German Political Culture: Plans, Fears, and Dreams

 

When West German public thinkers argued about the "welfare state"
(Wohlfahrtsstaat or Sozialstaat), their arguments went far beyond specific programs
such as poor relief and unemployment insurance, subsidized housing and old age
pensions. Implicit in the term "welfare state" was the looming problem of post‐war
Europe: how political democracy might be compatible with industrial society. Some
political thinkers saw the welfare state as the solution to problems raised by
advanced capitalism, others as a challenge to that order. Whether they pondered the
political implications of inflation or the decline of political virtue, however, political
thinkers turned to the welfare state as such when they articulated their fears and
hopes about the future.
My project examines the political culture of the Federal Republic of Germany
(1949‐1990) through the welfare state. Debates about the welfare state dominated
political discussions on left, right, and center, even as it figured in diverse ways in
those discussions. It was not the property of any specific party: figures across the
political spectrum called for extending the welfare state; figures across the political
spectrum also denounced the welfare state.
